Robert T. Dyer: President & Chief Executive Officer
|

As The Energy Authority's President and CEO, Robert Dyer is responsible for leading the organization, interfacing with board members and serving as the spokesperson for TEA. Under Mr. Dyer's leadership, The Energy Authority has helped some of the nation's largest public power systems operate more efficiently, successfully manage energy risk, and expand their market reach. TEA's members now collectively represent approximately 25,000 MW of generating assets and TEA's trading partners now span much of the nation.
Mr. Dyer first entered the power industry in 1971 and has since gained executive experience at a variety of energy organizations—including a generation and transmission cooperative, non-utility generation company, municipal power authority, and a large investor-owned utility.
Prior to joining The Energy Authority, Mr. Dyer served as Manager of Bulk Power Marketing at Cinergy Services, Inc. where he managed marketing activities in the eastern United States. Before his work at Cinergy, Mr. Dyer was the Vice President of Bulk Power Sales and Industrial Development for Midland Cogeneration Venture. He also worked for Plains Electric Generation and Transmission Cooperative where he was the Vice President responsible for finance, planning, rates and power contracts. Mr. Dyer began his career directing system planning activities for JEA, formerly known as the Jacksonville Electric Authority.
Mr. Dyer holds a Bachelor of Science degree in Electrical Engineering from the University of Florida, and a Master of Business Administration from the University of North Florida. Mr. Dyer is also a registered Professional Engineer.

Thomas E. Harvey: Vice President - Information Technology & CIO

As The Energy Authority’s Vice President of Information Technology and Chief Information Officer, Thomas Harvey is responsible for establishing the strategic direction of the information technology department as it relates to TEA’s business objectives.
Mr. Harvey has more than 14 years of experience in the industry, primarily in the design and development of computer systems, software applications, engineering and feasibility studies, project management, and cost/benefit analysis.
Prior to joining TEA, Mr. Harvey served six years as a Civil Engineer at a Municipal Utility District and several years as a consultant in both Washington and California with Navigant Consulting and Scope International. In 2000, Mr. Harvey orchestrated the development of the power scheduling and resource management system used by Power Resource Managers (PRM) for managing complex power contracts for PUDs in the Northwest. During his tenure at PRM, he served as Director of Systems while concurrently managing the Back Office for several years. When PRM and The Energy Authority merged in July 2006, Mr. Harvey continued as the lead for west coast systems, and was instrumental in the integration of west coast operations into TEA’s corporate systems.
Mr. Harvey holds a Bachelor of Science degree in Civil-Environmental Engineering from Purdue University.

John B. Lucas: Vice President

President of Finance, Mr.
Lucas is responsible for
accounting and financial
reporting activities, member
and customer settlements, as
well as all treasury
functions.
Prior to
serving as Vice President of
Finance, Mr. Lucas served as
Controller for The Energy
Authority for over ten
years.
Prior to
joining The Energy Authority
in 1997, Mr. Lucas spent
seven years with Deloitte &
Touche, progressing to the
position of audit manager.
In that role, he worked with
publicly and privately held
companies in manufacturing,
real estate, mortgage
servicing, software
development and other
professional services. Mr.
Lucas holds a bachelor's
degree in accounting from
the
University
of Florida and a master's of accountancy from the University of North Florida. He is a certified public
accountant in
Florida
and a member of the American
Institute of Certified
Public Accountants, the
Florida Institute of CPAs
and the Florida Government
Finance Officer Association.

Mark
T. Kinevan: Vice President - Energy Trading

As The Energy Authority's Vice President of Energy Trading, Mark Kinevan is responsible for all short- and long-term energy marketing and trading. Included in these responsibilities are the development of long-term risk management strategies and the execution of over-the-counter and exchange-traded forwards, futures and options to manage wholesale power and fuel price risk. Also included is the responsibility for hourly, daily and intra-month physical power transactions necessary to optimize member power supply assets and all natural gas procurement for member generation.
Previously, Mr. Kinevan served TEA for more than four years as the Vice President of Risk Control and Strategic Planning for The Energy Authority.
Mr. Kinevan has more than twenty-five years of diverse experience in the energy industry, and prior to joining TEA he served as the Vice President and Chief Trading Officer for the Montana Power Trading & Marketing Company. At Montana Power, Mr. Kinevan oversaw risk management strategies, policies, practices, and systems, as well as the company's electric power, natural gas, crude oil, and natural gas liquids trading activities.
Prior to his work at Montana Power, Mr. Kinevan held various positions in the energy industry, including Vice President of Marketing and Manager of Planning and Economics at an independent oil and natural gas producer. He began his career in the energy industry as a geophysicist at a large integrated oil company.
Mr. Kinevan holds a Bachelor of Science degree in Engineering Physics from the Colorado School of Mines and a Master of Business Administration degree from Harvard Business School.

Joanie Teofilo: Vice President - Risk Control & Chief Risk Officer

Joanie Teofilo is the Vice President - Risk Control and Chief Risk Officer for The Energy Authority® (TEA). In this role, she is responsible for monitoring The Energy Authority’s commercial business risk and for the overall management of the Mid-Office (the independent oversight compliance, control and monitoring office) for TEA. This includes developing, implementing, communicating and monitoring policies, procedures and strategies to manage market risk, credit risk, price risk, and performance risk. The Risk Control area oversees transaction integrity, produces risk reports and monitors risk limits and metrics including VAR, CFaR, current credit exposure, potential credit exposure and CVaR. Ms. Teofilo’s area has explicit responsibility for TEA’s Risk Management Policy.
Previously Ms. Teofilo served as the Director of Financial Trading and Risk Management where she managed a team which provides risk management services and execution of financial positions for natural gas, power and crude oil. Ms. Teofilo and her team developed customized risk management programs, including specific hedging recommendations and risk metrics for TEA’s members. She also provided educational seminars on energy risk management for TEA’s member utilities.
Ms. Teofilo participated in the development and launch of TEA and has worked with the company since 1997 in modeling, pricing, structuring, and deal analysis in both the physical and financial markets. Ms. Teofilo also managed the Analytics Group at TEA.
Prior to joining TEA, Ms. Teofilo worked as a project engineer in construction management at Santee Cooper, where she participated in combustion turbine studies, emissions studies and the planning and implementation of equipment upgrades at generating stations.
Ms. Teofilo began her professional career as an engineer at the American Samoa Power Authority, where she assisted with the development of a unit maintenance program, analysis of diesel generator performance and capital improvement projects.
Ms. Teofilo holds a Bachelor of Science degree in Mechanical Engineering and a Bachelor of Arts degree in Government and International Relations, both from the University of Notre Dame. In addition, she holds a Master’s degree in Business Administration from the University of South Carolina. She is also a registered Professional Engineer.

Jeff
S. Fuller: VP Member Services & Chief Business Development Officer

As The Energy Authority’s Vice President of Business Development, Jeff Fuller is responsible for overseeing the delivery of all of TEA’s services to its Members and Partners, and for ensuring effective communication between Members, Partners and TEA from top to bottom.
Mr. Fuller has 14 years of experience in the electric utility industry covering a broad range of trading, risk management, operational, economic, and financial planning activities. He sits on the risk management committee of several Partner systems as a non-voting member.
Prior to joining TEA, Mr. Fuller was Vice President and Risk Manager with Power Resource Managers, LLP. In that capacity, he helped Benton, Franklin and Grays Harbor Public Utilities Districts (PUDs) implement a comprehensive risk management program that was necessitated by the PUDs change from Partial Requirements to Slice customers of the Bonneville Power Administration.
Before his work at Power Resource Managers, LLP, Mr. Fuller was extensively involved in helping the Merced Irrigation District establish a new electric distribution utility. He also developed a 10- year financial planning model that continues to be used to develop financial proformas for use in bond issue official statements.
Mr. Fuller has assisted a number of utilities in developing long-term resource strategies and performed numerous analytical studies for electric utility customers. Examples include developing wholesale power budgets, preparing short-term operating strategies, performing economic analysis of transmission alternatives and forecasting future loads and market prices.
Mr. Fuller holds a Bachelor of Arts degree in Economics from Washington State University.
